Why do most Raider fans say the Raiders left L.A.(move back to Oakland in 1995) due to Stadium issues?

"The Raiders left because of a dispute between Al Davis and the Coliseum Commission. He wanted luxury boxes built, among other things" but the overwhelming vast majority of people say the reason why L.A. lost the Raiders, and does not have an NFL team, lost both the Raiders and the Rams is because nobody went to their games, well very few people, did not show up to the Raider games in L.A..
