Powersupply for pc got some good questions?

hey everyone that see's this just got some question's about PSU's. the Place i live in only has 1500 watts of power i asked the manager and he said if u go over 1500 watts it will restart your power everytime so iv got a really powerfull pc and going to do extreme upgrades and wondering would this power supply work and my Girlfriend has another gameing pc with 450 watt psu but this is the psu i Want to buy CoolerMaster UCP 1100W and just wondering with a 9800GTX+overclocked and 7 4 120 mm fans and 3 140mm fans with watter cooling a standard ATX motherboard 1 terrabite HDD 24 inch Hd screen. 3.16 ghz dual core e8500,600watt psu, now i will list my upgrade..... Intel i5, GTX 260 , EVGA SLI motherboard DDR3 ram corsair or ocz ram, iv got a Xaser VI thermaltake case (super tower) so really my question is can my place support this much power (if i upgraded).... dont worrie if i made any grammar mistakes or etc just plz help me with this question..... o and to add my gf has the same pc as me but not the case no water cooling just 2 80mm fans with a 9800gtx+ quad core and 450 psu .... anyway any good answer would really help???? :P
